Sonia Shah serves as the Vice President of Healthcare Operations for the Coalition of Orange County Community Health Centers (Coalition OC), a membership organization representing 20 community health centers across Orange County. Collectively, these centers operate over 70 primary care sites and serve more than 350,000 patients annually, focusing on vulnerable populations—those who are uninsured, underinsured, or disproportionately affected by structural inequities. The Coalition’s mission is to provide the infrastructure that enables its member health centers to function as a unified safety net system, enhancing efficiencies, patient care, and community health outcomes.
In her role, Sonia oversees strategic programs and initiatives that address critical areas such as population health and the transition to value-based care, health equity, workforce development, care and coverage, and emergency management and response. Her leadership helps to advance innovative solutions and strengthen the ability of member health centers to meet the complex needs of their communities.
Before joining the Coalition OC, Sonia gained extensive experience at Kaiser Permanente, where she held diverse roles in Healthcare Continuity, Community Health, and Performance and Quality Improvement. Her work at Kaiser included ensuring seamless patient care during natural and manmade disasters, driving community health initiatives, and enhancing operational and clinical performance.
Sonia holds a Master of Public Health (MPH) and certifications in performance improvement and human-centered design. She brings expertise in grantmaking and program management, coupled with a deep commitment to building systems that empower communities.
Driven by a passion for connection, Sonia has always sought to bring people together, whether in her personal life or professional endeavors. At the Coalition, she combines her passion with her skills to support member health centers in addressing the social and structural determinants of health. Her work contributes to advancing health equity and ensuring the highest quality of care for all.
